Consider snakes as well for 1". Most colubrids that get big enough to consider quail as possible prey can slip through 1", and the infuriating thing with snakes is that they likely can't actually swallow an adult quail. One of the members on here had a snake come in and kill several quail because its eyes were too big for its mouth and it tried several times to prove physics wrong. I have a pet bullsnake that's about 6ft long and about 1 1/2 inch wide at his widest...which he can suck in and adjust a bit, and we definitely don't trust 1" holes around him.
