Where are you located? I would simply sell it. The owner obviously doesn't care a bit about it, which is understandable if the birds is a flying breed.

I highly doubt it. Young feral pigeons are surprisingly tame despite not having human intervention for generations in many cases. They have to be bold and curious to make it in the city.
Btw, great job for capturing him. People often discredit ferals and all their potential as a pet\hobby...
Interesting. My best guess is two hens laid those eggs, while the male who is sitting on eggs with a different hen fertilized. Pigeons aren't as faithful as people make them out to be. Keep us updated, hopefully all 4 babies survive. That's a lot of feeding for 2 birds.
I also have gotten started with some Portuguese Tumblers. They are a show breed. A tiny little bird. About 2\3 the size of my homers, which are small homers. I have shown them. I won 2nd place out of 130 birds in January. I owe it all to this little guy on the far left:

Do you have a photo? Where are you located? The best thing to do is capture the pigeon, at night, with a trap, by hand, with a net, in a garage, etc. And then write down its band info.
